I think I might have a possible explanation for this delay in the Security Council vote. Bush may be pushing a vote to Monday because he plans on launching an attack this week-end.
It may be his desire to use the ongoing circle jerk at the United Nation Security Council as a diversion. Perhaps Iraq would assume that Bush wouldn't attack until after the second resolution is voted on. Bush may order a surprise attack beginning to hostilities before Monday.

My evidence:

1. B2 stealth bombers ordered to deploy. Will take less than 24 hours to arrive at destination. Because of high sheltering and upkeep costs, B2s are some of the last weapons dispatched before war. In Afghanistan, we didn't even dispatch them until the night of the attack, and they flew non-stop to Afghanistan, delivered their ordinance, and landed in Diego Garcia, California.

2. Missile ships ordered to Red Sea from Mediterranean. It will take them a short while to arrive. A day or two.

3. Israeli report that attack begins March 18. Obviously, if Israel had knowledge of orders, it would not be in their best interests to announce when the attack would begin. UNLESS, they were engaged in disinformation, and the attack was actually scheduled for sooner.
