My fellow citizens:

At this last presidential inauguration of the 20th century, let us lift our eyes toward the challenges that await us in the next century. It is our great good fortune that time and chance have put us not only at the edge of a new century, in a new millennium, but on the edge of a bright new prospect in human affairs—a moment that will define our course, and our character, for decades to come. We must keep our old democracy forever young. Guided by the ancient vision of a promised land, let us set our sights upon a land of new promise.
The promise of America was born in the 18th century out of the bold conviction that we are all created equal. It was extended and preserved in the 19th century, when our nation spread across the continent, saved the union, and abolished the awful scourge of slavery.
Then, in turmoil and triumph, that promise exploded onto the world stage to make this the American Century.
And what a century it has been. America became the world’s mightiest industrial power; saved the world from tyranny in two world wars and a long cold war; and time and again, reached out across the globe to millions who, like us, longed for the blessings of liberty.
Along the way, Americans produced a great middle class and security in old age; built unrivaled centers of learning and opened public schools to all; split the atom and explored the heavens; invented the computer and the microchip; and deepened the wellspring of justice by making a revolution in civil rights for African Americans and all minorities, and extending the circle of citizenship, opportunity and dignity to women.
Now, for the third time, a new century is upon us, and another time to choose. We began the 19th century with a choice, to spread our nation from coast to coast. We began the 20th century with a choice, to harness the Industrial Revolution to our values of free enterprise, conservation, and human decency. Those choices made all the difference. At the dawn of the 21st century a free people must now choose to shape the forces of the Information Age and the global society, to unleash the limitless potential of all our people, and, yes, to form a more perfect union.
When last we gathered, our march to this new future seemed less certain than it does today. We vowed then to set a clear course to renew our nation.
In these four years, we have been touched by tragedy, exhilarated by challenge, strengthened by achievement. America stands alone as the world’s indispensable nation. Once again, our economy is the strongest on Earth. Once again, we are building stronger families, thriving communities, better educational opportunities, a cleaner environment. Problems that once seemed destined to deepen now bend to our efforts: our streets are safer and record numbers of our fellow citizens have moved from welfare to work.
And once again, we have resolved for our time a great debate over the role of government. Today we can declare: Government is not the problem, and government is not the solution. We—the American people—we are the solution. Our founders understood that well and gave us a democracy strong enough to endure for centuries, flexible enough to face our common challenges and advance our common dreams in each new day.
As times change, so government must change. We need a new government for a new century—humble enough not to try to solve all our problems for us, but strong enough to give us the tools to solve our problems for ourselves; a government that is smaller, lives within its means, and does more with less. Yet where it can stand up for our values and interests in the world, and where it can give Americans the power to make a real difference in their everyday lives, government should do more, not less. The preeminent mission of our new government is to give all Americans an opportunity—not a guarantee, but a real opportunity—to build better lives.
Beyond that, my fellow citizens, the future is up to us. Our founders taught us that the preservation of our liberty and our union depends upon responsible citizenship. And we need a new sense of responsibility for a new century. There is work to do, work that government alone cannot do: teaching children to read; hiring people off welfare rolls; coming out from behind locked doors and shuttered windows to help reclaim our streets from drugs and gangs and crime; taking time out of our own lives to serve others.
Each and every one of us, in our own way, must assume personal responsibility—not only for ourselves and our families, but for our neighbors and our nation. Our greatest responsibility is to embrace a new spirit of community for a new century. For any one of us to succeed, we must succeed as one America.
The challenge of our past remains the challenge of our future—will we be one nation, one people, with one common destiny, or not? Will we all come together, or come apart?

This is a day of national consecration, and I am certain that my fellow Americans expect that on my induction into the Presidency I will address them with a candor and a decision which the present situation of our nation impels.
This is pre-eminently the time to speak the truth, the whole truth, frankly and boldly. Nor need we shrink from honestly facing conditions in our country today. This great nation will endure as it has endured, will revive and will prosper.
So first of all let me assert my firm belief that the only thing we have to fear. . .is fear itself. . . nameless, unreasoning, unjustified terror which paralyzes needed efforts to convert retreat into advance.
In every dark hour of our national life a leadership of frankness and vigor has met with that understanding and support of the people themselves which is essential to victory. I am convinced that you will again give that support to leadership in these critical days. In such a spirit on my part and on yours we face our common difficulties. They concern, thank God, only material things. Values have shrunken to fantastic levels: taxes have risen, our ability to pay has fallen, government of all kinds is faced by serious curtailment of income, the means of exchange are frozen in the currents of trade, the withered leaves of industrial enterprise lie on every side, farmers find no markets for their produce, the savings of many years in thousands of families are gone.
More important, a host of unemployed citizens face the grim problem of existence, and an equally great number toil with little return. Only a foolish optimist can deny the dark realities of the moment.
Yet our distress comes from no failure of substance. We are stricken by no plague of locusts. Compared with the perils which our forefathers conquered because they believed and were not afraid, we have still much to be thankful for. Nature still offers her bounty and human efforts have multiplied it. Plenty is at our doorstep, but a generous use of it languishes in the very sight of the supply.
Primarily, this is because the rulers of the exchange of mankind's goods have failed through their own stubbornness and their own incompetence, have admitted their failures and abdicated. Practices of the unscrupulous money changers stand indicted in the court of public opinion, rejected by the hearts and minds of men.
True, they have tried, but their efforts have been cast in the pattern of an outworn tradition. Faced by failure of credit, they have proposed only the lending of more money.
Stripped of the lure of profit by which to induce our people to follow their false leadership, they have resorted to exhortations, pleading tearfully for restored conditions. They know only the rules of a generation of self-seekers.
They have no vision, and when there is no vision the people perish.
The money changers have fled their high seats in the temple of our civilization. We may now restore that temple to the ancient truths.
The measure of the restoration lies in the extent to which we apply social values more noble than mere monetary profit.
Happiness lies not in the mere possession of money, it lies in the joy of achievement, in the thrill of creative effort.
The joy and moral stimulation of work no longer must be forgotten in the mad chase of evanescent profits. These dark days will be worth all they cost us if they teach us that our true destiny is not to be ministered unto but to minister to ourselves and to our fellow-men.
Recognition of the falsity of material wealth as the standard of success goes hand in hand with the abandonment of the false belief that public office and high political position are to be values only by the standards of pride of place and personal profit, and there must be an end to a conduct in banking and in business which too often has given to a sacred trust the likeness of callous and selfish wrongdoing.
Small wonder that confidence languishes, for it thrives only on honesty, on honor, on the sacredness of obligations, on faithful protection, on unselfish performance. Without them it cannot live.
Restoration calls, however, not for changes in ethics alone. This nation asks for action, and action now.
Our greatest primary task is to put people to work. This is no unsolvable problem if we face it wisely and courageously.
It can be accompanied in part by direct recruiting by the government itself, treating the task as we would treat the emergency of a war, but at the same time, through this employment, accomplishing greatly needed projects to stimulate and reorganize the use of our national resources.
Hand in hand with this, we must frankly recognize the over-balance of population in our industrial centers and, by engaging on a national scale in a redistribution, endeavor to provide a better use of the land for those best fitted for the land.

"We the people, in order to form a more perfect union."
Two hundred and twenty one years ago, in a hall that still stands across the street, a group of men gathered and, with these simple words, launched America's improbable experiment in democracy. Farmers and scholars; statesmen and patriots who had traveled across an ocean to escape tyranny and persecution finally made real their declaration of independence at a Philadelphia convention that lasted through the spring of 1787.
The document they produced was eventually signed but ultimately unfinished. It was stained by this nation's original sin of slavery, a question that divided the colonies and brought the convention to a stalemate until the founders chose to allow the slave trade to continue for at least twenty more years, and to leave any final resolution to future generations.
Of course, the answer to the slavery question was already embedded within our Constitution - a Constitution that had at is very core the ideal of equal citizenship under the law; a Constitution that promised its people liberty, and justice, and a union that could be and should be perfected over time.
And yet words on a parchment would not be enough to deliver slaves from bondage, or provide men and women of every color and creed their full rights and obligations as citizens of the United States. What would be needed were Americans in successive generations who were willing to do their part - through protests and struggle, on the streets and in the courts, through a civil war and civil disobedience and always at great risk - to narrow that gap between the promise of our ideals and the reality of their time.
This was one of the tasks we set forth at the beginning of this campaign - to continue the long march of those who came before us, a march for a more just, more equal, more free, more caring and more prosperous America. I chose to run for the presidency at this moment in history because I believe deeply that we cannot solve the challenges of our time unless we solve them together - unless we perfect our union by understanding that we may have different stories, but we hold common hopes; that we may not look the same and we may not have come from the same place, but we all want to move in the same direction - towards a better future for of children and our grandchildren.
This belief comes from my unyielding faith in the decency and generosity of the American people. But it also comes from my own American story.
I am the son of a black man from Kenya and a white woman from Kansas. I was raised with the help of a white grandfather who survived a Depression to serve in Patton's Army during World War II and a white grandmother who worked on a bomber assembly line at Fort Leavenworth while he was overseas. I've gone to some of the best schools in America and lived in one of the world's poorest nations. I am married to a black American who carries within her the blood of slaves and slaveowners - an inheritance we pass on to our two precious daughters. I have brothers, sisters, nieces, nephews, uncles and cousins, of every race and every hue, scattered across three continents, and for as long as I live, I will never forget that in no other country on Earth is my story even possible.
It's a story that hasn't made me the most conventional candidate. But it is a story that has seared into my genetic makeup the idea that this nation is more than the sum of its parts - that out of many, we are truly one.
Throughout the first year of this campaign, against all predictions to the contrary, we saw how hungry the American people were for this message of unity. Despite the temptation to view my candidacy through a purely racial lens, we won commanding victories in states with some of the whitest populations in the country. In South Carolina, where the Confederate Flag still flies, we built a powerful coalition of African Americans and white Americans.
This is not to say that race has not been an issue in the campaign. At various stages in the campaign, some commentators have deemed me either "too black" or "not black enough." We saw racial tensions bubble to the surface during the week before the South Carolina primary. The press has scoured every exit poll for the latest evidence of racial polarization, not just in terms of white and black, but black and brown as well.
And yet, it has only been in the last couple of weeks that the discussion of race in this campaign has taken a particularly divisive turn.
On one end of the spectrum, we've heard the implication that my candidacy is somehow an exercise in affirmative action; that it's based solely on the desire of wide-eyed liberals to purchase racial reconciliation on the cheap. On the other end, we've heard my former pastor, Reverend Jeremiah Wright, use incendiary language to express views that have the potential not only to widen the racial divide, but views that denigrate both the greatness and the goodness of our Читать далее...

В Иркутске задержан 32-летний житель города, подозреваемый в совершении как минимум пяти убийств. Как сообщили в пресс-службе главного управления внутренних дел по Иркутской области, за две недели новогодних праздников он убил 5 человек.

Все преступления были совершены в Иркутске: с интервалом в два дня были обнаружены пятеро убитых. Жертвами преступника становились люди различного социального статуса.

Преступника удалось задержать благодаря тому, что одна из потерпевших осталась в живых. Убийца решил, что он задушил свою жертву, но девушка выжила и достаточно подробно описала напавшего на нее мужчину. Кроме того, выходя из квартиры своей жертвы, убийца столкнулся в подъезде с родственником пострадавшей, который сообщил в происшествии в милицию. Подозреваемый был задержан и в настоящее время дает показания.

Как выяснилось в ходе дознания, отец задержанного занимал высокую руководящую должность, мать долгое время проработала преподавателем. Молодой человек легко входил в доверие к потенциальным жертвам. После распития спиртного провожал их домой, где душил или забивал подручными предметами с целью завладеть сотовыми телефонами, карманными деньгами или бытовой техникой.

Подозреваемый употребляет наркотики, ранее был неоднократно судим за кражи. Следователи проверяют его на причастность к аналогичным преступлениям, совершенным ранее.

Передислокация ИВВАИУ должна начаться 10 января
Подготовка к передислокации Иркутского высшего военного авиационного инженерного училища началась. Сейчас в Иркутске находится начальник главного штаба военно-воздушных сил России Вадим Волковицкий.

Для генералов из Москвы перевод ИВВАИУ в Воронеж не новость последнего месяца. Они говорят, что решение готовилось с мая 2002 года. Тогда правительство России приняло первое постановление о реформировании системы военного образования. В июле 2008-го президент одобрил предложение Минобороны о создании десяти системообразующих военных ВУЗов. В Иркутске эта информация стала открытой в начале декабря. И только сейчас стало известно, что подписано и распоряжение правительства. Дата — 24 декабря 2008 года, номер 1951-й — присоединить ИВВАИУ в качестве структурного прдразделения к Военному авиационному инженерному университету в Воронеже. Об этом сообщил начальник главного штаба военно-воздушных сил России Вадим Волковицкий. Он и еще несколько генералов прилетели в Иркутск 5 января. Они участвовали в совещании, которое провел исполняющий обязанности председателя правительства Иркутской области Сергей Сокол. Обсуждались последствия передислокации училища. Вадим Волковицкий заявил, что офицеры ИВВАИУ, которые уже ушли в запас, получат все положенные денежные выплаты и будут обеспечены жильем. Для этого в Иркутске приобретается 200 квартир.

- Остальные офицеры будут переведены на равнозначные должности в воронежский институт с сохранением тех же воинских званий, окладов и прочих социальных льгот и выплат, — говорит начальник главного штаба военно-воздушных сил РФ Вадим Волковицкий.

С переводом ИВВАИУ согласны не все. 4 января восемнадцать женщин — гражданский персонал училища и родители курсантов обявили голодовку.

- Мы заступаемся в данный момент не потому что это мамины сынки и мы не хотим чтобы они уезжали отсюда. Мы заступаемся за то, чтобы военное училище выпускало — наше военное училище выпускает хороших офицеров, достойных офицеров. Даже наши военные обслуживают президентские самолеты, — говорит мама курсанта 2 курса ИВВАИУ Ольга Козина.

Инженер ИВВАИУ Татьяна Алексеева приехала в Иркутск с мужем-военным. До это служили на Украине, в Москве, в Германии, после этого попали в Сибирь. Сейчас муж уже в отставке.

- Мы остаемся без работы. Мы женщины, у нас самая молодая, вон, Олечка сидит, которой чуть больше тридцати, а все остальные 45–50. Возраст-то у всех женщин такой, нас не возьму на работу, — говорит сотрудник ИВВАИУ Татьяна Алексеева.

Чтобы решить проблемы, которые могут возникнуть у гражданских в связи с переводом военного училища, в правительстве области решено создать специальную комиссию, в которую войдут и военные.

- Там проблем очень много. И передача квартир и земли, коммуникаций училища в городскую собственность. Эти вопросы этой комиссией и будут решаться, в том числе и по трудоустройству, — говорит заместитель председателя Правительства Иркутской области Юрий Гуртовой.

Также стали известны факты незаконной застройки территории училища коммерческими организациями. Сейчас эту информацию проверяют правоохранительные органы. Сегодня офицерам ИВВАИУ официально объявили, что передислокация ИВВАИУ начнется 10 января. А на месте вуза, по неофициальной информации, разместятится другая военная организация.

А в Воронеже сейчас готовятся встретить иркутян. 66 преподавателей изъявили желание перевестись.

Как рассказал начальник главного штаба военно-воздушных сил России Вадим Волковицкий, 10 января в Воронеже будут сданы два многоквартирных дома для офицеров ИВВАИУ. Это 75 трехкомнатных, 57 двухкомнатных и 18 однокомнатных квартир. Для курсантов подготовлены казармы, общежития и учебные корпуса. Все оснащено новой мебелью. Воронежское училище сейчас получает в Федеральной службе по надзору в сфере образования и науки лицензии на обучение специалистов, которых готовили в Иркутске.

[Presenter] Knocked over by the reform: residents of Irkutsk are taking to the streets in support of the military. The only higher military aviation engineering school that side of the Urals is moving to Voronezh, to merge with the local university. However Irkutsk residents have decided to fight for their educational establishment to the last. Leonid Olkov has more.

Осенью 1967 г. в калифорнийском городке Пало-Альто учитель истории по имени Рон Джонс провел в своем классе эксперимент на тему национал-социализма. Всё началось с того, что один из учеников задал вопрос, на который не смог ответить и сам учитель. Вопрос звучал так: «Как немцы могли утверждать, что ничего не знали об уничтожении евреев? Как могли односельчане, железнодорожники, учителя и врачи говорить, что не знали обо всех тех ужасах, которые происходили в концентрационных лагерях? Как могли заявлять соседи и друзья евреев, что ничего не понимали?» И тогда Рон Джонс решил провести эксперимент. Он ужесточил дисциплину, ввел строгие правила, ограничивающие личную свободу подростков, ввел униформу, символику и дал движению название «Третья волна».
Довольно скоро учитель с удивлением начал отмечать, насколько легко и быстро ему удалось стать для учеников непререкаемым авторитетом и добиться от них безоговорочного послушания. Этот эксперимент был первоначально задуман на один день, но вскоре под влиянием «Волны» оказалась почти вся школа: инакомыслящие стали чувствовать себя изгоями, члены движения принялись друг за другом следить и доносить друг на друга, а на тех, кто отказывался участвовать в движении, оказывали давление, доходило до жестокого избиения. На пятый день Рон Джонс вынужден был прервать вышедший из-под контроля эксперимент.
После трехлетнего молчания учитель решил написать об этом проекте отчет, который был опубликован в 1972 г. Еще через девять лет Мортон Ру написал рассказ под названием «Волна», и этот случай стал известен во всём мире. В 1981 г. по заказу американского телеканала ABC по сюжету рассказа был снят одноименный фильм. Уже более 20 лет книга Мортона Ру входит в учебный план германских школ, на ней было воспитано не одно поколение школьников. И на всех уроках возникают одни и те же вопросы: «Возможен ли в наше просвещенное время фашизм? Как возникает фашизм?» И, прежде всего: «Как бы повел себя в этом эксперименте я?»
А недавно в Германии на киноэкраны вышла новая версия фильма «Волна». Режиссер картины – немец Деннис Хэнзель – перенес действие в наше время, в одну из немецких школ.
