Фиби Халливелл, будучи ужасно любопытным человеком, нашла на чердаке магическую книгу. Прочитав самое первое заклинание, она наделила себя и своих сестер магическими силами. С тех пор они втроем боролись с силами зла и попутно пытались устроить собственную жизнь. Фиби никак не могла найти подходящую для себя работу, она меняла их, как свои наряды. В конце концов, она решила, раз не работа, то надо хотя бы закончить колледж, который она удачно бросила некоторое время до этого. Так Фиби стала студенткой. А позже успешно закончила колледж.

Из троих сестер Фиби самая энергичная, прямая, открытая. Она любит повеселится, но в то же время может быть очень серьезной, если этого требуют обстоятельства. К тому же она освоила некоторые единоборства и здорово дерется. Она в силах уложить любого демона без вмешательства магии. Ну почти любого, потому что в ее жизни появился один демон, против которого Фиби не могла устоять. А все началось очень просто: одинокая студентка Фиби встретила обаятельного окружного прокурора Коула Тернера и без памяти влюбилась в него. Да и он, вроде бы, испытывает к ней некие чувства. Казалось бы, все должно быть отлично, вот только оказалось, что Коул вовсе не человек, а демон Бальтазар, который был послан Триадой, что бы убить зачарованных сестер. И Бальтазар выполнил бы свою миссию, если бы не одно обстоятельство: он по-настоящему полюбил Фиби. И так как он был на половину человек, то его человеческая половина победила демоническую, и он стал всячески помогать сестрам в их нелегком труде.
Ко всему, Фиби очень боится за своих сестер и очень болезненно переживала смерть Прю, которая заменила им с Пайпер мать. Но после появления в ее жизни новоявленной сестры Пейдж, Фиби понимает, что теперь появился шанс возродить Силу Трех.
