The admission rules are the same for all international students. What
you may have heard is that students who are legal residents of
Yuzhno-Sakhalinsk (i.e., they live there, pay taxes there, vote there,
are registered there) are, at this time, allowed to pay resident
tuition
since it is a sister city of an Alaskan city.

housing, and admission to UAA. Please pay special attention to the
information about applying as an international student.
