Nowadays environmental problems are too big to be managed by individual persons or individual countries. In other words, it is an international problem. To what extent do you agree or disagree?
Over the last few decades mankind has made great progress in the development of production technology, thus simplifying the life of humanity with new products and gadgets. However, such a step entailed not only the effect of development (in the sphere of technology), but also the effect of the degradation (in the form of environmental effects), which is expressed in the pollution of nature, environmental disasters, imbalance of nature as a result of toxic fallout, exhaust fumes. Let us continue by considering the facts. In the world of today many international summits devoted to protecting the environment are held, the company ISO standard accept international standards of production, the Kyoto Protocol fights pollution by limiting the emission of harmful substances in the process of production into atmosphere. Nevertheless, the issue remains relevant: should the environmental policy be provided by the entire world community or just by a specific individual country and how effective such cooperation can be. The above-mentioned Kyoto Protocol was not adopted by all countries, and the quotas for emitting toxic waste into the air that have been allocated to the participants of the protocol quite quickly became an object of trade between states that did not need them. So I think that the problem of environmental pollution is a common problem of all mankind, regardless of race, nationality and citizenship.
The first thing that needs to be said is that it is important to understand that the very Earth, divided by a lot of countries, is not aiming to be somewhat divided, but a unified whole. We have to keep in mind that at the risk of harming the environment, damage to nature by one state may cause and may be reflected in the other. And these environmental disasters cannot be restrained by paper records and summits, in which individual states are involved. For example, if an oil tanker in the Volga River, owned by Russia, suffers an accident, the oil film will swim to the Caspian Sea and will inflict damage to all states that have the access to the sea (ie, Kazakhstan, Uzbekistan, Azerbaijan, Turkmenistan and Iran). Also, when the Chernobyl accident happened, the problem of it was hushed up by the Soviet leadership for a long time and this led to the environmental damage for the countries located throughout eastern and even western Europe. Correspondingly, the risks and joint action in such events like an accident during transportation of oil via waterways or an accident in energy production by using the splitting of atoms must be agreed with the states, which may be hurt, not only Russia, which owns the water path, tanker and cargo. This is the first reason, from which it is clear that solving the environmental problems of one country do not solve the problem.
Another reason is the depletion of the ozone layer over the planet. For the first time this issue in the form of global threat was posed by environmentalists in 1985. Its essence lies in the fact that the production of a number of states (leading the USA and Japan) releases into the atmosphere CFCs, piercing the ozone holes. For example, Japan has already broken through the hole in the ozone layer in the size of 8 times greater than the size of Japan. The ozone layer is constantly moving, respectively, we cannot be sure that under the threat of being under the ozone hole are the countries that this hole pierced, respectively the population of one country, under severe UV rays will meet the increased cases of skin cancer for the production of goods of another country. This again shows why the problem of ecology - worldwide and must be addressed through joint action in the interests of all mankind.
Thus, it can be seen that the indifferent attitude and the signing of the protocol, where each state is responsible for the pollution of the sky over its territory does not work. Perhaps if humanity takes a concerted effort to address environmental problems, despite political and ideological differences, the effect of these actions will not be long to wait.
