Everybody learns English differently and in different ways. Some people go abroad, some attend the English language courses and I learn on my own. What should the English language learner do every day? Practise his/her speaking, writing, reading and listening. I try to do all these points every day. I speak in the Skype almost every day, write blogs or letters, chatting with other people; read texts on English-Online.com, translate them and retell, and listen podcasts or watch movies in English with subs. And it really helps me to improve my English skills. It seems to me as I found myself in some English speaking country,because no matter what I'm doing I can do it only in English.
Of course, I still need to improve my English score a lot, but now I know how to do it. And my device is "Never give up! Just keep trying!" Also I have a goal - why I learn it. And this is very important thing, I guess. If you haven't goal why you are learning it, you never can do it, because it will be hard for you and you will forget to practise it regularly, and then you will give up it.
So, my advice for every English learner is:
1) Don't give up! Never!
2) Have a goal why should you learn it?
Maybe, a lot of you knew these things but I remind you always remember these easy things!=)
