We're going to make this Icon from this in PS Elements.

1. Crop & resize the picture, sharpen, and do all the stuff you do, when you're making an icon.
2. Duplicate your base and set it to Screen 100%. Then merge.
3. Duplicate the new base and set it to Multiply 100%. Merge again.
4. Make a new layer, fill it with a light middle green color like #61ff0b and set it to Soft Light 38%.
5. Again, make a new layer, fill it with a light middle blue like #65a4f9 and set it to Soft Light 90%.
6. Make a new layer, fill it with a hot pink like #f876cc and set it to Soft Light 36%.
7. Duplicate your pink soft light layer, and change opacity to 72%.
8. Make a new layer, fill it with a yellow tan color like #eacf7e and set it to Multiply 42%.
9. Make a new layer, fill it with a very dark blue color like #020429 and set it to Exclusion 74%.
10. Make a new layer, fill it with a light blue / green color like #a4e0f4 and set it to Color Burn 100%. Merge all.
11. Paste this texture (by 77words)) in a new layer (if nessecary, twist it before) and set it to Screen 100%.
12. Paste this texture (by ???, tell me, if you know who made it) in a new layer, and set it to Screen 100%. Merge all.
13. Make a new layer, take a hot pink color like #c3405d and your soft-brush tool 3 px, and draw over her lips. Set this layer to Soft Light. (Fiddle around with the opacity, until you have your perfect effect. Mine was 100%.) Erase any parts that go over her lips. If you don't want any text, merge.
14. Now, let's add some text. I wrote "Eliza" in black with the font "Violation". Merge your layers.
15. If you want, you can add a 5px border in black. (Or any other color you like). Resize your Icon to 95x95, and paste it into a black new 100x100 base.
