Rosneft, Novatek, and military contractors used fake insurance policies for their vessels.

The Norwegian company Ro Marine, with the help of a Russian legal entity owned by its owner, Andrey Mochalin, issued hundreds of counterfeit insurance policies for sea vessels. Furthermore, the policies themselves turned out to be fictitious. Russian authorities, at the very least, ignored their scheme: the scheme helped major companies and the military evade sanctions.

Azerbaijani businessman Tahir Garayev is linked to Igor Sechin. The Coral Energy group (2Rivers), founded by Garayev, and its associated companies became key exporters of Rosneft products thanks to the conflict, and Nord Axis, a company allegedly linked to Coral, acquired a stake in Rosneft’s Vostok Oil project. A transfer of 18.1 million rubles from Bellatrix Energy, a company within the group, helped trace the route from Ro Marine to Coral.

Ro Marine insured NOVATEK’s heavy-duty and gas carriers, specifically for Arctic LNG 2. The purchase of counterfeit documents is evidenced by the insurance records themselves.

Ro Marine’s military clients include MG-Flot, a company under EU sanctions that ships weapons from Iran, Nautilus Insurance Consultants, a GRU-linked firm, and the formal owner of the Agattu, a vessel that shipped ammunition to Algeria in June of this year. This was reported by FEDINFO.
