Yes, it is a world problem of global scale. Annually in Russia, in the USA, in the certain countries of Europe there are catastrophic natural phenomena bringing big destructions and losses. We won't speak about a tsunami or earthquakes. Why the conversation is necessary about the fires because it as nothing else, is more connected with activity of people.
Ежегодно с середины мая по начало сентября в Сибири и с начала мая по начало октября на Дальнем Востоке в регионах России происходят пожары. Постоянно горят сотни и даже тысячи гектаров лесов. На таких больших по площади территориях, лес выгорает либо полностью, либо частично, но не восстановимо для эндемичной экосистемы каждого региона. Вы только представьте себе, люди всего мира, вдумайтесь, - тысячи гектаров вековых деревьев, около 70 % из которых являются ценными вечнозелёными сортами древесины сгорает в огне бесследно, принося огромный урон для экосистемы планеты и нарушая мировой баланс преобразования кислорода из вырабатываемого углекислого газа на планете!
Annually from the middle of May until the beginning of September in Siberia and since the beginning of May until the beginning of October in the Far East in regions of Russia there are fires. Constantly hundreds and even thousands of hectares of the woods burn. In such territories, big on the area, the wood burns out either completely, or partially, but isn't reparable for an endemic ecosystem of each region. You only imagine, people of the whole world, ponder, - thousands of hectares of century trees from which about 70% are valuable evergreen grades of wood burns down on fire completely, bringing a huge loss for an ecosystem of the planet and breaking world balance of transformation of oxygen from the produced carbon dioxide on the planet!
То есть, если так будет продолжаться и дальше, то через 10-15 лет вообще леса России, являющиеся огромной частью лёгких планеты, могут исчезнуть полностью. Это неминуемо приведёт к глобальной катастрофе!

Мне кажется, всем нам с вами ещё можно спасти самих себя от катастрофы, причиной которой можем быть все мы с вами.
Mister President of Russia, ladies and gentlemen are residents of Russia, ladies and gentlemen are inhabitants of other regions of the planet, today I want to share, while the getting is good, the thoughts concerning these fires. It seems to me, all of us with you still can save ourselves from accident which cause all of us can be with you.
Итак, когда-то действительно всё началось с обычного лесного пожара от рук человека, хочется верить что это было случайностью. А вот потом!? Пожары были всегда - мелкие, крупные, в лесу, вблизи населённых пунктов. Но никогда, в новое время, пожар не уничтожал весь посёлок (небольшой город). И вот однажды, в России это произошло. Именно это "однажды" и станет нашей стартовой точкой.
So, once really everything has begun with usual wildfire from hands of the person, there is a wish to believe that it was accident. And then!? The fires were always - small, large, in the wood, near settlements. But never, during modern times, the fire destroyed all settlement (town). And once, in Russia it has occurred. It will also become "once" our starting point.
При этом пожаре, в огне сгорели не только сотни гектаров леса, но и посёлок, конечно больших человеческих жертв не было, но сгорело всё имущество и все дома. Люди остались без жилья, без одежды, без денег и документов. Что в этой ситуации оставалось сделать руководителю государства и правительству, конечно, людей нужно было спасать морально и материально. Людей временно разместили по другим населённым пунктам. Многочисленные отряды спасателей, военных, строителей и простых добровольцев отправили на благие дела: оградить другие посёлки и города от пожара, тушить очаги огня, расчищать пепелища, строить новые дома, фактически возводить новый посёлок.

Numerous groups of rescuers, military, builders and ordinary volunteers have sent to good causes: to protect other settlements and the cities from the fire, to extinguish fire centers, to clear away the ashes, to build new houses, to actually build the new settlement.
На все дела было отпущено три-четыре месяца, потом уже наступала суровая зима. И новый посёлок был сдан в срок. Весь мир был поражён, но бездомные обрели новые дома в новом посёлке с новой инфраструктурой. Было много репортажей по телевидению, люди были рады. Пришла зима, и... Наступила весна, лето, а с ними и новые пожары. Не в этом посёлке, но в этом регионе и в других регионах, как и прежде. И что хуже и удивительней всего пожары начались в других посёлках! Понимаете? Нет. Объясняю.

The whole world has been struck, but the homeless has found new houses in the new settlement with new infrastructure. There were many reports on television, people were glad. The winter has come, and... There has come the spring, summer, and with them and the new fires. Not in this settlement, but in this region and in other regions, as before. And that worse and most surprisingly the fires have begun in other settlements! Do you understand? No. I explain.
В других посёлках, расположенных в лесных зонах, нашлись группы людей, которые решили - а чем мы хуже, этим повезло, и мы хотим новый посёлок и новые дома. Теперь понимаете! Посёлки начали гореть с постоянной регулярностью, один за одним. Естественно, Путин и Медведев со своими министрами не могли бросить людей в трудное время, в мире политиков не поняли бы! И новые посёлки начали возрождаться из пепла с такой же регулярностью, как и гореть.
In other settlements located in forest zones there were groups of people who have solved - and than we it is worse, these were lucky, and we want the new settlement and new houses. Now you understand! Settlements have begun to burn with constant regularity, one behind one. Naturally, Putin and Medvedev with the ministers couldn't throw people into hard time, in the world of politicians wouldn't understand! And new settlements have begun to rise from the ashes with the same regularity, as well as to burn.
А теперь, господин Путин, я хотел бы вот что сказать: как вы поняли, первая причина пожаров в России - это специальные поджоги лесов вблизи населённых пунктов, находящихся в плохом состоянии, население которых хочет посредством своих преступных действий приобрести новое жильё; вторая причина - а вы никогда не думали о том, что эти поджоги, приобретающие иногда ужасающий вид и большие убыточные последствия связаны с деятельностью террористических организаций, любой террорист может устроить такую диверсию вблизи населённого пункта или военного городка; третья причина - это случайные поджоги леса и сухой травы людьми, отдыхающими в лесу или занимающимися сборов даров леса, конечно в этом случае я хочу обратиться ко всем жителям планеты - давайте уважать природу, это не мы её кормим, это она содержит всех нас, берегите экосистему планеты! Четвёртая причина связана с проявлениями внешних факторов планеты и Вселенной на леса Земли (извержения вулканов, молнии, астероиды).
And now, mister Putin, I would like here what to tell: as you have understood, the first reason of the fires in Russia are special arsons of the woods near the settlements which are in bad condition which population wants to get new housing by means of the criminal acts; the second reason - and you never thought that these arsons taking sometimes the terrifying form and big unprofitable consequences are connected with activity of the terrorist organizations, any terrorist can arrange such diversion near the settlement or the military camp; the third reason is casual arsons of the wood and dry grass the people having a rest in the wood or who are engaged collecting gifts of the wood, of course in this case I want to address all inhabitants of the planet - let's respect the nature, it not we feed her, it she supports all of us, protect an ecosystem of the planet! The fourth reason is connected with manifestations of external factors of the planet and the Universe on Earth woods (eruptions of volcanoes, lightnings, asteroids).
Пятая причина - к сожалению и она криминальна, и очень даже имеет место для своего существования. Россия является одним из лидеров по экспорту древесины из своей территории. Так где возможно, сотрудники охраны лесов, не разрешают производить вырубку леса для её переработки. А значит, люди занимающиеся рубкой и переработкой древесины, должны каким-то образом взять себе эти леса. Выход они видят только в одном - в специальном поджоге лесов. На древесину из сгоревшего леса не будет проблем получить разрешения, так как необходимо восстанавливать лесные территории, высаживая молодые саженцы.

So where it is possible, security guards of the woods, don't allow to make deforestation for her processing. So, the people who are engaged in the cabin and processing of wood have to take themselves these woods somehow. They see an exit only in one - in a special arson of the woods. From the burned-down wood won't be problems to get permissions as it is necessary to restore forest territories for wood, planting young saplings.
Итак, как вы поняли, мало издавать законы или ужесточать действующие законы о пожарной безопасности. Ведь кроме причин пожаров, есть ещё и проблемы, связанные с их выявлением, с их ликвидацией, а также проблемы с соблюдением требований законов населением пожароопасных территорий. Например, инспектор охраны леса в России получает зарплату в размере 17-20 тысяч рублей ежемесячно. На долю одного инспектора приходится размер лесов площадью около 25-30 тысяч квадратных километров. Каким образом и с каким энтузиазмом человек может выполнять свои обязанности? Может кто-то из российских министров попробует это сделать!? Не может на территории Сибири и Дальнего Востока быть по одному самолёту амфибии. Их количество нужно увеличить, как минимум в десять раз, как и число инспекторов охраны леса! Люди - неужели, придя в лес, на берег реки, озера, вы не можете не раскидывать тлеющие сигареты или не можете не затушить за собой костёр!? Люди - зачем вы, ради своего любопытства или глупости, специально поджигаете сухую траву в лесу!? Огонь остановить вы уже не сможете, а вот преградить его появление своим благоразумным поведением в ваших силах! Господин президент России, почему в вашей стране, имеющей такую большую площадь, вы согласно законам, выделяете населению такие небольшие участки? Ведь это неправильно, когда двор одной семьи расположен рядом с двором другой семьи, дом рядом с другим домом. Я понимаю проблему нехватки площадей в густонаселённых территориях Европы или США, но это не проблема вашей страны. Нужно во всех посёлках, расположенных вблизи лесов, прокопать огнезащитные траншеи, возвести пожарные водоёмы, провести противопожарные трубопроводы и установить гидранты. Проблема в том, что в законах это прописано, но как всегда, де-факто этого нет!
So, as you have understood, it isn't enough to issue laws or to toughen current laws about fire safety. Except the reasons of the fires, there are also problems connected with their identification with their elimination and also problems with observance of requirements of laws by the population of fire-dangerous territories. For example, the inspector of protection of the wood in Russia gets paid of 17-20 thousand rubles monthly. The size of the woods about 25-30 thousand square kilometers falls to the share of one inspector. How and with what enthusiasm of people can carry out the duties? Maybe someone from the Russian ministers will try to make it!? Can't in the territory of Siberia and the Far East to be about one amphibian. Their quantity needs to be increased, at least ten times, as well as number of inspectors of protection of the wood! People - really, having come to the wood, to the river bank, lakes, you can't but scatter the smoldering cigarettes or can't but extinguish for yourself a fire!? People - why you, for the sake of the curiosity or nonsense, specially set fire to a dry grass in the wood!? You won't be able to stop fire any more, and to here block his emergence by the reasonable behavior in your forces! Mister President of Russia, why in your country having such big area you according to laws, allocate to the population such small sites? It is wrong when the yard of one family is located near the yard of other family, the house near other house. I understand a problem of the lack of space in densely populated territories of Europe or the USA, but it is not a problem of your country. It is necessary to dig through fireproof trenches in all settlements located near the woods, build fire reservoirs, to carry out fire-prevention pipelines and to establish hydrants. The problem is that it is stated in laws, but as always, de facto there is no it!
