On these days the President of the Russian Federation Dmitry Medvedev initiated creations of the new legal base for international cooperation in power sphere. The matter is that the large projects, for example, gas pipeline building, often cover some countries and in each of them operates own legislation. Therefore it takes a lot of time and strength to coordinate elementary questions. It is obvious that creation of uniform game rules would bring huge advantage to all participants of the market. Therefore Dmitry Medvedev also suggested approving the international legal base in the sphere of power not only for the nearest neighbor of Russia - Europe, but also for all other countries of the world.

The president of the Russian Federation considers necessary to approve the principle of mutual responsibility of suppliers and consumers of power resources. In application to gas sphere it means preservation of system of long-term contracts on delivery of blue fuel, which allows realizing expensive infrastructural projects. Besides, Dmitry Medvedev paid attention to necessity of recognition of the unconditional state sovereignty over national power resources. Recently there were heard voices that minerals are general property of all the world and access to them should be given to all the countries. However, when the companies in the USA and Europe mastered the deposits they did not consider necessary to invite the Asian or Russian firms. Now, when the resource base of the developed countries was exhausted, they aspire to get access to natural riches of other states masking the intentions by conversations on democracy distribution.

For pressure removal between consumers and suppliers of power resources the head of Russia suggests to encourage a mutual exchange of actives between them. That is, the companies from the countries-importers will receive access to oil and gas recovery in exchange for actives in the sphere of processing and sale of blue fuel, mineral oil and the electric power. Experience of such cooperation is available for the Russian and European companies.

The President gave considerable attention to the questions of safe transit of energy carriers. It is not a secret that recently some countries aspire to use the status of a deliverer for blackmail of suppliers and consumers of power resources. The authorities of Ukraine in general consider such a policy normal. Dmitry Medvedev suggested legally fixing of «unacceptability of unforeseen transit contracts of interruption or transit reduction, also interventions in transit streams; a responsibility of the parties for the losses caused as a result of failure to meet requirements of agreements and transit contracts».
Thus, Russia suggests other countries building relations in the sphere of power on the basis of mutually advantageous exchange and cooperation, instead of dictatorship and interdictions.

In turn the authorities of the European Union think of limiting access of other countries to the markets. Recently the Euro Parliament confirmed so-called «the third energy package». It was initially supposed that the given document will forbid the companies extracting and selling gas to own gas-transport infrastructure. However the largest corporations of Europe such as E.ON, Gaz de France, ENI and BASF were against this initiative.

Now the Euro Parliament does not demand obligatory change of the proprietor of gas pipelines but insists on that gas-transport actives were «under external management». Gazprom already for a long time invests in creation of new gas mains in Europe. However the Russian corporation does not have controlling interest in these gas-transport firms. Hence, they are ruled not by the managers of Gazprom. Therefore basically this restriction should not prevent business of the Russian gas corporation. In it Russians will be supported also by the European concerns, which aspire to get access to the Russian deposits.

After acceptance of "the third power package» (which else should approve EU member states) there were comments that Russia will lose now any influence in Ukraine. Some analysts consider that EU can receive the Ukrainian gas-transport system in management and Gazprom will be compelled to sell all gas on the border of Russia and Ukraine. It is necessary to remind that Ukraine signed from EU the contract on granting of the credit for modernization of the gas-transport system at the rate of 3 billion Dollars. This sum is obviously not enough for achievement of the declared purpose. Besides, it is not said in the document that the Ukrainian system will be operated by Europeans. On the contrary, the head of the Ukrainian government Julia Timoshenko declares that it managed to agree about granting of this credit without promises to admit the European experts to management of the gas-transport system. Thus, the federal chancellor of Germany Angela Merkel has stated doubt in realization of this contract, after all the interests of the gas supplier are not taken into consideration in it.

As to the sale of all gas on the Russian-Ukrainian border, today Gazprom sells gas in each European country, instead of on the border of Slovakia or Austria. It is not clear, why this system can suddenly change.
