What measurements should you take:
Each measurement is denoted by a letter

You need to tie a rubber band at the waist before measuring
A - neck (around the neck)
B - chest (around the bust) 
C - waist 
D - hip 
E - girth( in front of the shoulder, between the legs, from the back to the shoulder)
F - shoulder
G - shoulder widht ( shoulder to shoulder)
H - front widht
K - back widht
L - underarm to waist 
M - waist to panties edge
N - front neck ( shoulder) to waist 
P - back  neck ( shoulder) to waist 
R - front  panties widht
S -  back panties widht
Paper pattern:

The order of making pattern is indicated by numbers.
For example, 0-1 is the first line segment. We do the calculation, use the measurements.
0-1 = (E = 4 cm) / 2
For example, E = 130 cm, 0-1 = (130-4) / 2 = 63 cm   etc.
0-2 =( G -1cm) /2
0-3 = P -1cm
0-4 = 15cm 
0-5 = 8cm
3-6 = (C - 5cm) /4  -  Back waistline
4-7 = (B - 4cm) /4   Through point 7, you need to draw a vertical line.
5-8 = (D - 5cm) /4   Through point 8, you need to draw a vertical line.
0-9 = N - 1cm    Point 3 and point 9 can coincide.  9-6  -  Front waistline.
2-10 = 2,5 - 4cm   This can be measured

11-12 - Draw a horizontal line
12-13 = H/2
6-14 = L    Point 14 should be on a vertical line.
10-13-14   -   Connect the points with a smooth line.  This is the front armholeline
10-15 = F - 0,5cm  Point 15 should be on a horizontal line 0-2
0-16 = 5-7cm    5cm - For girls up to 8-9 years,   7cm - For girls aged 12 years and over
16-15  -  front neckline
6-17 = M-1cm   Point 17 should be on a vertical line.
1-18 = 2,5-3cm    2,5cm - For girls up to 6-7 years, 3cm - For girls aged 12 years and over
5-19 = 5cm
19-20 = R/2  
17-20-18  -  Connect the points with a smooth line.
12-21 = K/2
10-21-14  -   Connect the points with a smooth line.  This is the back armholeline
0-22 = 1-2 cm
22-15  -  back neckline
19-23 = S/2  
18-23-17  -  Connect the points with a smooth line.
