From immemorial times the people aspired to know foreign languages. Unfortunately Russian can not by those be considered (unless, that for territory former USSR).
Presently, when the people it is ever more and feel itself the citizens of the world more by such language becomes English. Our compatriots study English as in new conditions communications(connection) with the foreign partners sharply have increased and for them it(he) is clear. The life puts before us new tasks and English becomes the tool for their realization.
Now all technical literature leaves on English. Without knowledge of this language the man feels uncomfortably at an output(exit) in the Internet.
