Offense background: Timothy Vance has eight criminal convictions related to improper sexual contact. All these convictions were for Gross Sexual Imposition of the same eight year-old daughter of Vance’s then live-in girlfriend.
In February 1995, Vance was convicted of eight counts of Gross Sexual Imposition in Cass County District Court. Vance was sentenced to 10 years in the North Dakota State Penitentiary. His sentence started February 22, 1995 . Vance was released from the penitentiary on August 1, 2003 . Vance refused sex offender treatment and failed to accept responsibility for this crime while in prison. Vance was classified as a high risk sex offender by the North Dakota Sex Offender Risk Assessment Committee.

Offense Background: Oak was convicted of Class B Misdemeanor Sexual Assault in Walsh County, North Dakota in 2000. The victim was related to Oak and was under the age of 15 when the incidents occurred. The incidents were alleged to have occurred more than once between the years of 1992 and 1998.

Oak has no other criminal background and has been registered without incident with the Fargo Police Department for the past five years.

The Fargo Police Department conducted a community notification on April 16, 2003.
