1. First go to Filter » Distort » Lens Correction. In changing the perspective, the picture becomes more interesting. Change your settings to mine:

2. Now we want to make the picture look slightly vectored, but not too much. Go to Artistic » Filter » Cutout and change your settings to mine:

   Set this layer to Lighten
3. Go to Layer » New Adjustment Layer » Color Balance and match your settings to mine:
   Midtones

   Shadows
   [показать]
4. For the final coloring, go to Layers » New Adjustment Layer » Channel Mixer. Voila! You’re done!
